Built in 1958 to commemorate the victory of the people of Harbin control the flood in 1957. The memorial tower consists of a three-dimensional tower body and an attached corridor. The tower is 22.5 meters high, and the base is made of block stones, which means that the embankment is strong and indestructible. The fountain in front of the tower represents the brave and wise citizens of Harbin, who are taming the turbulent river water into a steady stream, benefiting the people and eliminating disasters.
